Low cost compliance to new EEC guidelines in PPE for terrorism and industrial accidents
These hoods comply to European Guidance CEN WA 43 (link) and the Israeli standard PM750 (link)
The EEC Committee on guidance standards (CEN) have just published their new CBRN PPE guidance on the protection of responders, victims and potential victims.
While PPE regulations remain in operation for occupational use this new guidance has been developed from a gap analysis which recognised that protective devices could not legally or effectively be distributed in emergency situations.
The EEC workshop agreement CEN 43 provides the guidance for simple easy to use one size fits all emergency protection during evacuation through a hazardous or “Hot Zone”
The minimum requirements are for 15minute protection for either evacuation or urgent actions and follow the standard developed by the Israelis to protect their population and replace the cumbersome full face respirator.
The new guidance provides notes on the threat stakeholder duties and types of equipment which should be made available to employees, visitors to their buildings or facilities and could affect a large percentage of European workplaces and meeting venues.
The new Guidance covers various groups potentially at risk from terrorist, accidental and occupational exposure with minimum but specific Nominal Protection Factors as follows:
(1) Accidental exposure to unknown hazards
· Duty Holder NPF 500
· Initial Responder or Emergency Services NPF 1000
· Victims NPF 50
(2) Occupational Response exposure to known hazards
· Emergency Services NPF 2000 PAPR or SCBA

The threat of bio-terroism and CBR chemical biological radiological agents has been declared to be with us for 30 years. The possibility of flu pandemic, SARS and Swine or other emerging or developing disease requires adequate PPE personl protective equipement.
